Two Rivers Public Health Department serves as a prevention, education and referral service for individuals and organizations in Buffalo, Dawson, Franklin, Gosper, Harlan, Kearney, and Phelps counties. It is the fourth largest district in the state and serves 92,756 people (2002 statistics).
